Humanitarian Context

Zimbabwe became officially independent in April 1980 after 15 years of armed conflict following a unilateral declaration of independence. The Zimbabwe African Union Patriotic Front (Zanu-PF) of Robert Mugabe has been in power since this time. The country is confronted with endemic poverty and a very high prevalence of HIV/AIDS (around 1/3 of the adult population is HIV positive). Access to basic services e.g. water, health, is insufficient.

The economic situation of the country has significantly deteriorated since the end of the 1990's. In a country where the debate over the ownership of land remains a source of tension, this deterioration has been accentuated by the implementation of a difficult agrarian reform aiming to redistribute land belonging to the white minority. This reform has damaged the production system, resulting in a reduction of agricultural output. Combined with recurrent climatic difficulties, these factors have contributed to a precarious nutritional situation.
